Phnom Penh keeps no public company register a foreigner can read and no heritage list we could reach, so every room here was proved open the hard way, off its own dated pages. Four stops, because the fifth went dark in 2022 and nobody who kept listing it noticed. The rivers meet at the end, as they always did.

Elephant Bar
Ernest Hebrard's Hotel Le Royal opened on 20 November 1929 with King Sisowath Monivong at the ball, and the Elephant Bar is the panelled room where the wire services drank when the airport closed. The hotel wore other names, Le Phnom from 1970 and Samakki after 1979, before Raffles restored it in 1997. Jacqueline Kennedy took the first Femme Fatale here on her 1967 visit, champagne, cognac and wild strawberry, and the hotel says the recipe has not moved since, which is the house's own telling and worth exactly that. Order that Femme Fatale, or work down a gin list that runs past two hundred labels. Food and Wine put the room among the world's ten best hotel bars in May 2026. Live music starts at six and happy hour runs to eight. Colonial style is a long cross examination, so start slow.

Friends the Restaurant
Sebastien Marot started Mith Samlanh in August 1994, working with street kids in a city where the Khmer Rouge still held the north, and in February 2001 those kids opened a restaurant. On 1 October 2025 it came back inside F3, the Friends Futures Factory at 215 Street 13, the old compound opposite the National Museum, with a salon and a craft shop training alongside the kitchen. Everything is cooked and carried by somebody being trained out of the street outside. Order the fish and shrimp amok, then the seafood laksa the house is famous for; the menu leans tapas, Khmer plates beside European, most of it five to ten dollars. Its sister room Romdeng is trading again on Street 240, for the record. Tuesday to Sunday, half past eleven until nine. Order too much; every plate pays for the training.

Heart of Darkness
Open since 1993 and unrepentant since the first night, the Heart is the survivor of Street 51, the strip the French still call Rue Pasteur: Angkorian stone, sticky floors, every hour inside is 2am. Two floors, two bars, pool tables and no cover charge, and the door at number 26 has outlived every neighbour it ever had. The crowd has changed with the city, and the room now posts its promotions in Khmer while the drag show owns midnight on Friday and Saturday. Order the two for one pours between half past eight and eleven, then dance until the street goes quiet. Wednesday to Sunday, nine at night until five in the morning, closed Monday and Tuesday. Go late, travel light, keep the phone in a front pocket.

Le Moon Rooftop
Five floors up on the Amanjaya Pancam at the corner of Street 154 and the quay, Le Moon has poured over the meeting of the rivers since 2010, the Royal Palace lit down the waterfront and the whole sweep of city and water off the rail. The terrace does sofas, finger food and a long cocktail list, and the wise order is the Le Moon Colada, white rum and coconut rum under passion fruit and coconut cream. A plain mojito costs six dollars if the night calls for restraint, and the house wine goes two glasses and a third free all evening. The drinks menu on its own site is stamped with the first of this month, which is the freshest proof of life on this road. Service runs every day from five until around midnight. One last round while the ferries cross dark water; the inquest adjourns, the bed is an elevator away.

🎁 The one we lost, properly. Zeppelin Cafe was twenty years of rock and roll across five addresses: Jun, born Cheng Chao-chun in Taiwan, in Cambodia since the UNTAC years, let you pull any record from a thousand sleeves and played it loud while he poured cheap whisky. His own page announced the end on 24 June 2022, the lights went off on the 30th, and the man the road called Joom was Jun all along. Google still shows the dead addresses and some guides still send people. Do not go looking; raise a glass wherever you are when a needle drops.
